Building on our success 

For over 20 years, Central District Alliance has been helping to shape and improve our area. Through our Occupier BID, we’ve invested over £35m to create cleaner, safer and more welcoming streets.  

We’ve turned spaces like Princes Circus and Clerkenwell Green into pedestrian-friendly destinations, supported local businesses and installed over 230,000 Christmas lights each year to attract visitors. Together, we’ve shown the difference collaboration can make. 

What is a PBID?

A formal partnership

At CDA we believe that a Property Owner Business Improvement District (PBID) will help deliver the best future for the Holborn, Bloomsbury and St Giles areas. A PBID is a formal partnership where commercial property owners collectively invest in improving and managing a defined area, focusing on long-term asset value, public realm enhancements, and strategic place management.

A direct voice

It gives property owners a direct voice in shaping the district’s future – aligning improvements with investment priorities and attracting quality tenants – alongside the local authority, and other stakeholders. The CDA PBID would sit alongside the existing CDA occupier BID to provide a stronger, unified voice for business in the CDA area.

 

 

An equal platform

To date, there are only three other PBID areas in the UK, all of which are in London. We want to become the fourth, so that owners in Holborn, Bloomsbury and St Giles are given the same platform as elsewhere.

Other PBIDs in London have unlocked major projects and seen higher rental values, stronger tenant retention and reduced vacancy rates – and these outcomes are possible here too. 

Why a Property Owner BID?

Now we’re looking to go further. A Property Owner BID (PBID) will bring property owners together behind a shared vision for the long-term prosperity of our neighbourhoods. It means more investment into streets, squares and public spaces, creating a greener, safer and more attractive environment that draws businesses, visitors and talent.

A shared long-term vision – aligning priorities for placemaking, sustainability and the future of the district. 
Prosperity and asset values – supporting long-term rental growth, improving tenant retention and helping reduce vacancy rates. 
Improving the public realm– investment in planting, lighting, paving and landscaping to increase footfall, safety and resilience. 
A reliable revenue stream – pooling resources to unlock major projects, and attract further investment. 
Direct representation for landowners – giving property owners a strong voice alongside occupiers, government and key agencies. 
Unlocking major schemes – supporting delivery of projects such as Kingsway improvements, Great Queen Street pedestrianisation and the Bloomsbury Vision.

The district

The proposed CDA Property Owner BID (PBID) will cover the same area as the Camden side of the existing Occupier BID; including its northern and southern extensions, across Holborn, St Giles and Bloomsbury. This alignment ensures a consistent approach across both BIDs for planning, investment and service delivery.

CDA also aims to extend the PBID into the Islington areas following further consultation with the borough. By sharing boundaries, the Owner and Occupier BIDs will operate under integrated governance, creating a unified voice for Holborn, Bloomsbury, St Giles and the wider Camden district.

Key timings

• 2025 and spring 2026 – engagement with owners and the London Borough of Camden and perception analysis
• Spring and summer 2026 – BID proposal and ballot engagement
• Autumn and winter 2026 – ballot period
• Late 2026 – first PBID term commences
• Spring 2031 – renewal ballot.  The first PBID term would be co-terminus with the existing CDA occupier BID
